ROOTS FOR MAYOR 2024
I am thrilled to embark on my journey as Mayor of the City of Chester in 2024, following my two-year tenure as a Councilman since 2022. During my time as an elected official, I have had the opportunity to assess both the strengths and weaknesses of our city government. I am eager to introduce new initiatives aimed at enhancing our financial stability, improving efficiency, fostering accountability, and boosting overall performance. Additionally, I am committed to promoting greater community involvement to ensure that we can provide the essential services that all Chester citizens rightfully deserve.
I have outlined three primary priorities for my tenure as Mayor. Firstly, I am dedicated to increasing home ownership rates, which currently stand at less than 20%, to a more substantial 35% over the next four years. Second, I will continue to prioritize public safety by building upon the successful efforts that have already reduced gun-related crimes in Chester by over 65% in the past two years. Lastly, I am determined to stimulate economic development by attracting new businesses to our city. This will not only expand our tax base but also create significant employment opportunities for our residents.
I wholeheartedly support the proposal to establish a range of public-private-community-based committees. These committees will play a crucial role in assisting the Mayor and Council in making informed decisions that align with our overarching goals of enhancing city operations, achieving economic stability, providing better services to our citizens, and enhancing our reputation throughout the region.
I eagerly anticipate collaborating with our exceptional city employees as we set a new course to propel the City of Chester forward in 2024 and beyond. Together, we will work tirelessly to make our city an even better place to live, work, and thrive.

DEMOCRATIC NOMINATION WON!
I am honored to accept Chester’s resounding Democratic nomination for mayor. With a majority of votes in every ward and precinct and obtaining more than 60% of the total votes in a 3-way race, as well as strong victories by Gibson and Green in the council race, Chester has given a clear mandate for change - because Chester deserves better.
Thank you to everyone who voted in this critical election, and thank you to my family, campaign team, and supporters for the incredible work to make this all possible. Today we celebrate and rest, tomorrow we get to work for Chester. I’m looking forward to being your mayor after the general election in November!

Meet Stefan
I’m a Chester native and 1978 graduate of Chester High School who earned an electrical engineering degree from Villanova University in 1982.
On January 3, 2022, I began my journey as an elected official serving as a Chester City Councilman directing Public Property and Recreation. In 2023, I’m directing Public Safety which includes the fire department, License and Inspection, and the Health Bureau.
Now I'm running for Mayor because Chester deserves better!
